CI3 question - account recycling

I have a problem in the current game in that there an intentionally undefined number of players who aren't active but still have pawns and resources.

Do you think it is ok to offer these accounts to people who missed the registration? With the permission of the account holder, naturally.

The justification is that the incoming player is actually at a disadvantage compared to the other players. Players who have been logging in from the start are still at an advantage in terms of Alliances, spy jobs and pawns who are likely to be happier.

In the end, I managed to cajole the players into joining in - they thought (perhaps fairly) the because they missed the 'start'. Now they seem to be having a gay old time spending the resources they accrued by inactivity.
